Notice about Proposed Regulation Adoption

The Puerto Rico Energy Bureau (“Energy Bureau”) of the Public Service Regulatory Board (“PSRB”), pursuant Act 57-2014, as amended, known as the Puerto Rico Energy Transformation and RELIEF Act and Act 38-2017, known as the Uniform Administrative Procedures Act of the Government of Puerto Rico, proposes to adopt the Regulation for Wheeling.

Wheeling is a key element in the process of transforming Puerto Rico’s power system into one that is modern, efficient, resilient, and environmentally-friendly. The purpose of this Regulation is to facilitate the introduction of competitive pressures into the generation sector, ensure that competitive generators have open and non-discriminatory access to the transmission and distribution infrastructure, and enhance transparency of prices. Furthermore, through the implementation of a wheeling mechanism, benefits such as a potential reduction on energy costs, the maximization of energy efficiency, as well as fostering the investment in renewable resources at competitive costs may be achieved by wheeling participants.
