July 25, 2019The Energy Bureau of the Puerto Rico Public Service Regulatory Board (“Energy Bureau”), pursuant to Act 82-2010, as amended, known as the Public Policy on Energy Diversification by Means of Sustainable and Alternative Renewable Energy in Puerto Rico, and Act 17-2019, known as the Puerto Rico Energy Public Policy Act, has the responsibility of creating, through regulation, a market system for Renewable Energy Certificates (“REC”). Said regulation shall include mechanisms to ensure the compliance of the Puerto Rico Electric Power Authority or its successor, the transmission and distribution concessionaire and the retail energy providers, with the Renewable Portfolio Standard, as established on Act 82-2010.
To that effect, the Energy Bureau will hold a series of Stakeholder Workshops with the purpose of gathering input from different interest groups in the energy sector before the publication of a proposed regulation draft regarding RECs. The Stakeholder Workshops will be held:

Any stakeholder shall be able to submit comments in writing until July 15, 2019.
