According to the provisions established by Act 57-2014, as amended, all electric power companies in Puerto Rico shall receive a certification from the Puerto Rico Energy Bureau (PREB) to provide services. As well, the Act determines that the PREB shall adopt the necessary regulations to specify the method, time, content and procedures for filing certification applications that will be applied uniformly and set the information that any power company must submit. Likewise, the Energy Bureau may charge a fair and reasonable fee for assessing, handling and issuing of certificates to power companies, and impose and collect fees from them in order to generate enough income to cover the Energy Bureau’s operating and administrative expenses.
