On June 22, 2020, the Puerto Rico Electric Power Authority (“PREPA”), the Puerto Rico Public-Private Partnerships Authority (“P3A”), LUMA Energy, LLC as ManagementCo, and LUMA Energy ServCo, LLC, as ServCo (collectively, “LUMA”) entered into an Operation and Maintenance Agreement (“OMA”) under which LUMA will be in charge of the operation and maintenance of PREPA’s transmission and distribution system.
During the Front-End Transition Period, LUMA is required to prepare and submit proposed Initial Budgets to the P3A for its review. After such review is conducted, LUMA is required to submit the Initial Budgets to the Energy Bureau of the Puerto Rico Public Service Regulatory Board (“Energy Bureau”) for this body to approve, deny or propose modifications to such proposed Initial Budgets in accordance with applicable law. The Energy Bureau is in the process of evaluating the Initial Budgets proposed by LUMA under Case No. NEPR-MI-2021-0004.
The Energy Bureau will hold Public Hearings as part of the evaluation process of LUMA’s Initial Budgets. The Public Hearings shall be Virtual to avoid the spread of COVID-19.

The general public will have the opportunity to present their comments and suggestions about the proposed Initial Budgets during the Virtual Public Hearing. Any person interested in presenting oral comments during the Virtual Public Hearing shall, on or before Friday May 7, 2021 at 3:00 p.m., contact the Energy Bureau’s Clerk at (787) 523-6262 or via email to email@example.com to request a turn and to obtain instructions and a link to access the Virtual Public Hearing. The Virtual Public Hearing will be streamed live via the Energy Bureau’s YouTube Channel.
The public may submit written comments and suggestions to the Energy Bureau regarding the proposed Initial Budgets on or before May 24, 2021. The Written Public Comments to be filed with the Energy Bureau shall: (i) include in their title the following:
“Public Comments on LUMA’s Initial Budget Request –

The administrative file of LUMA’s Initial Budgets process under Case No. NEPR-MI-2021-0004 is available for public scrutiny at the Energy Bureau’s Clerk Office, located at World Plaza Building, 268 Muñoz Rivera Ave., Plaza Level Suite 202, San Juan, PR 00918. The hours of operations of the Clerk’s office are Monday through Friday from 8:30 a.m. to 5:30 p.m., excluding holidays and, also, it is available at the Energy Bureau’s website on https://energia.pr.gov/en/dockets/?docket=nepr-mi-2021-0004.
